This project will provide the opportunity for ICT industry stakeholders to formally develop a network to examine the IT&T Training Packages with view to assisting the increase of Canberra’s ICT skills. This network will build upon previous experiences and networks in implementing competencies and enabling RTO’s, assessors, industry, and government representatives to better understand the IT&T training packages. This network will encourage exchange of ideas regarding AQTF and Territory requirements in delivering the industry competencies in the Packages.
This includes stakeholders sharing resources, ideas and best practices, building on the collective knowledge and skill. The mutual learning and benefit will be the building and improvement of provider and industry relationships.

All the Training Packages covered by the Agri-food Industry Skills Council are currently undertaking a major review. This will result in substantial change across the entire industry in 2007. An outcome for these reviews is to rationalise the Training Packages and to facilitate an Integrated Framework. The implementation of these reviewed Training Packages needs special and concentrated consideration. This Industry Training Network will facilitate this as it will bring together the Training Package developers with RTOs to work together to strategise implementation strategies for RTOS to be able to deliver competencies from the reviewed Training Packages quickly and efficiently.

ADITC Ltd will mentor new isolated assessors in the drilling industry who are actively involved in VET assessment processes and assist them to form a network, to support the implementation of DRT03 (new Training package) and the 2005 national Assessment Tools for DRT03 in the 9 non-hydrocarbons sectors of the industry.
The network will be mentored by three experienced assessors in the industry, Assessors will share knowledge and expertise, lessen isolation and their benchmark assessment practices and outcomes across the industry.
The overall aim is to improve implementation of the new training package DRT03 by improving quality and consistency of assessment outcomes and processes nationally.

In line with the “Skilling Australia” paper this network will be influencing the National Training System in supporting industry. Telecommunications and the recently endorsed Information Technology Training Package (ICA05) providers require an urgent injection of skills update with workplace assessment being a priority high. This will support both Fire and Rescue Australia and TAFE SA (please refer supporting information) in ensuring they are best positioned to meet their obligations as critical stakeholders within the State’s Emergency Response system, and in meeting the specific unique vocational educational needs of remote and regional mining communities.
Essentially this project will assist in establishing a network of critical personnel from both public and private RTOs and industry (with the input of interstate stakeholders), who will ultimately deliver a quality assurance role to these isolated locations across South Australia.

The purpose of this project is to develop a strong, responsive industry/RTO Trainer/School group that will address with training related issues within the Furnishing Industry particularly related to labour/skill shortages and ways to overcome them.
The Furnishing Industry is suffering from extreme labour and skill shortages due to a lack of positive publicity about manufacturing industries and a perception of a declining industry as a result of import pressure. These issues are actually creating opportunities within the industry for young people and those wishing to change career.
One of the key reasons for the labour and skill shortage is the inability of the industry to attract new entrants, the industry is sure that this is a result of a lack of knowledge about the industry by secondary school career advisors.
The project will link secondary school career advisors, RTO trainers and key industry representatives to form networks that will build confidence across the network in their ability to advise school leavers on the excellent career opportunities within the furnishing industry.

TAA04 has been endorsed since October 2005. In that time there has been a great deal of emphasis on assessment. In order to ensure the requirements of the national training system are met quality teaching and learning in TAA needs to be explored. Many TAA trainers/assessors work in isolation and with the emphasis on learning within the units in the training package assistance with developing innovative teaching and learning models is required.
The project aims to explore” best practice” models for teaching and learning and to establish frameworks of excellence for teachers in TAA04. This would enhance the existing knowledge and skills of participants who could then be ‘leaders’ in their organisations to transfer their learning to others who in turn would transfer the models for best practice to other training packages. As the ACE organisations involved have a limited number of trainers and assessors in any one Training Package and are geographically dispersed such a network is vital in ensuring AQTF compliance, but will also provide opportunities to share innovative ideas and resources relating to specific Training Packages and interact with industry representatives thus providing opportunities for skill development.

The overall aim is to improve the quality and consistency of assessment, validation and portfolio building of units of competency from the Retail Training Package by developing and validating a series of assessment tools for Certificates II, III and IV.

The project will link together stakeholders involved with food safety to improve the quality of assessment and training for food safety, and in particular food safety supervisor requirements for Victorian hospitality, retail and food processing industries. We want to:
•improve the capacity of cross-industry training;
•provide better professional guidance to teachers and assessors in order to better align industry practice with the expectation of food safety regulators;
•improve the validation of assessment strategies in consultation with industry ; and
•develop and share cross-industry stakeholder intelligence .
These outcomes link closely to the Report of the High Level Review of Training Packages released in 2004. The network will have a life beyond the project enabling participants to continue to work collaboratively to address assessment and training issues related to food safety.

To develop a network that focuses on improving the quality and consistency of assessment strategies and methodologies for volunteer Ambulance Officers conducting training for the Certificate IV in Basic Emergency Care from the Health Training Package.
This will support the South Australian Ambulance Service (SAAS) in ensuring it is best positioned to meet its obligations as a critical stakeholder within the State’s Health Care system in meeting the specific unique vocational educational needs of the remote communities it serves.
Essentially this project will assist in establishing a critical network of regional personnel (with the input of interstate stakeholders) who will ultimately provide a quality assurance role in isolated locations of South Australia.

The intention of the project is to develop and implement an innovative network of VTE practitioners who work within VTE-based youth programmes, to strengthen teaching and learning practices to meet the needs of disengaged youth (15-24 yo).
The network would engage in opportunities for practitioners to share experiences relevant to dealing with regional ‘disengagement’ issues, share ‘system’ differences and explore new approaches to teaching through flexible learning and delivery.
The nature of such a network would be evolving, requiring a project-focused approach and would be based on the work and studies of leading international experts on what engages young people in the 21st century.

The Health industry on the Sunshine Coast is suffering from the pressures of massive population explosion resulting from retirees and sea changers. The industry has yet to fully realise the potential for the Health Training Package to fill the gap, and provide vital training in major skill shortages areas for ancillary workers who support Health professionals.
This COP will bring together health representatives and VET providers to address the need for more skilled and qualified ancillary workers. The Health TP provides the vehicle to overcome skill gaps brought about by higher level demands being made on professionals in health. This COP will develop collaborative proactive regional solutions to this critical evolving training demand.

•An education program which will be accessible to groups of TAFE teachers participating in network grouping(s) for “Sustainability Education”, and which can be maintained and further developed over time

•Environmental concerns will be linked to a “triple-bottom-line” view of the workplace, with development of skills in assessing environmental, social and financial considerations.
•Teachers will be able to use the newly develop Resource Databank – i.e. download and submit materials. This was developed by NCS with Commonwealth Government funding.
•Use of Australian developed environmental calculators: Teachers will be able to use the “EcoFoot calculator” and understand the basic operating principles of other environmental impact calculators such as the Greenhouse Calculator / the Home water Investigator / the car Eco-meter / etc
•Use of International environmental calculators: Teachers will be able to operate some basic international calculators. eg… www.safeclimate.net/calculator, / www.carbonneutral.com/calculators.
•Teachers will be aware of the ‘Sustainability Guideline’ standards and the ‘cross-industry environmental competency standards’ in the Business Services training package, and the resources available for teaching them.
•An ongoing network for participating teachers will be established, with support base at the National Centre for Sustainability.

An improvement in TAFE NSW AQTF compliance related to standards 8 & 9 is a primary objective. A network of TAFE NSW educational staff will be established to reflect on recent VETAB audit outcomes and the current Student Assessment Policy – TAFE NSW procedures. Current procedures reflect a previous VET environment, so this project will initiate a TAFE NSW process to develop teacher skills to implement assessment in a compliance and outcomes-based/Training Package environment. This collaborative, centrally managed project will give a network of key opinion leaders the opportunity to collaborate on cultural shifts required across Institutes and advise on necessary policy changes needed to support practitioners. This will ultimately lead to an organisational change to the implementation of compliant outcomes based assessment practices.

The project will build on the underdeveloped network of teachers of BSB01 Business Services Training Package by providing strong links between all providers of business training in the Riverina on both sides of the border. This Network will provide a forum to deal with current teaching and learning issues, build collaborative partnerships, share experiences and a common sense of purpose such as quality practice and the pursuit of a solution to maintaining the quality and consistency of assessment standards to meet the requirements of AQTF.
It will provide a forum which brings TAFE, schools and other providers together from both New South Wales and Victoria. The Network will aim to create an effective platform for knowledge exchange good practice models and to develop multiple relationships between providers who work in a competitive training market.
The project will also link Network members to an international body of business teachers, “International Society for Business Education”. This organisation has been in existence for 105 years and consists of representatives from 20 countries worldwide. Australia is not presently represented in this forum. ISBE is a support organisation where members receive inspiration, ideas, and advice from each other in carrying out their professional activities and where members can meet to discuss common educational challenges. The long term benefits of this connection include sharing of current, practical, commercial opportunities, international currency and benchmarking, networking with other providers and professional development for teachers. The formation of the Australian chapter should enable the network to be self-sustaining.

To establish a Children’s Services Assessors Network that aims to improve the quality and consistency of recognition of prior learning strategies for Child Care Workers working in the Cumberland region of NSW. The focus of the Network will be to identify methods of gathering of evidence that that can incorporate the characteristics and the needs of the learner and the assessor whilst taking regard of the impact of the context and tools used in the assessment. The network will benefit the local councils of the area by working with the VTE sector to establish a collaborative approach for current untrained yet experienced workers to gain qualifications and provide an assessment /recognition pathway that will make qualifications more accessible to women in the industry particularly mature aged workers. The network will bring together stakeholders across TAFE NSW Institute’s workplace assessors, industry employers (Local Councils in the area) and the NSW Skills Industry Council. The network will increase knowledge and understanding of recognition of prior and current competencies and learning within the VTE and local industry sectors.

The project’s objective is to establish a network of VET practitioners whose purpose will be to explore the structuring of an abridged accredited course to assist disadvantaged young, single mothers in gaining basic skills for entry/re-entry into the workforce.
Specifically the project will examine how critical stakeholders can work together to improve and increase training provision for those community members participating in the Government initiative - ‘Parents Return to Work’ program.
The project will work within the parameters of the ‘Return to Work’ program and build the platform for offering selected units found within Certificates II and III from the Floristry Training Package. Units will be selected that are appealing to the potential target group members but that also contain aspects of retail operations.

This project will focus on developing industry and employer networks within the farriery industry to provide networking opportunities to discuss implementation of the new Certificate III in Farriery Apprenticeship. Currently there is no Farriery apprenticeship being delivered in Western Australia and the project will focus on sharing information and developing implementation strategies to suit the industry, employer and apprentice.
The project will also involve liaison with Eastern States RTO’s who deliver the Certificate III in Farriery with a view to sharing their expertise.
The project aims to develop as much flexibility and customisation into the apprenticeship as is feasible for the employer and industry whilst being manageable for the RTO with in its allocated budget.
The outcomes of the project will be used by the Farriery Practitioners and made available to other Registered Training Providers.

The Australian Canvas and Synthetic Products industry association has been unable to coordinate training within the industry across Australia. Made up of mainly small business’s coordination of any national training policy has not been achievable even for the industry’s association members. This has resulted in a high percentage of trainees not completing qualifications, poor quality of people coming through the system, lack of confidence of employers to take on apprentices or trainees and a fragmented approach to implementing VET throughout this industry. There exists a critical shortage in most sectors of the industry and the employers confidence has eroded with overseas recruitment being mooted as the only solution.
This project will have the following outcomes:
• Increased knowledge within the workforce and the industry associations relating to the VET sector, AQTF and the National Training system in general.
• Develop opportunities of getting new and skilled workers from the existing Australian marketplace.
• A network of training providers with an understanding of the industry’s need in training and assessment of students within the Canvas and synthetic fibre industry.
• Establish a network for dissemination of information and examples of best practice using mediums such as the national Resource Generator system
• Improve the productivity of training providers by identifying barriers and advancing solutions
• Improving understanding between industry partners and training providers
• Build trust in the VET sector by the industry by ensuring that different training providers meet uniform and consistent standards of delivery and assessment

This sector suffers from sporadic and often non existent dialogue between industry and training with the result that industry at the grass roots local level and even at state level is unaware of the Sports Training Package let alone the National Training Framework and as such training is not servicing all industry needs. This project aims to improve awareness of both and encourage a greater take-up of the sports training package by establishing an open and inclusive relationship between RTOs and industry at all levels

The Food Processing Teaching, Learning and Assessment Network will involve food and pharmacy processing trainers and assessors from Registered Training Organisation, industry and enterprise representatives, Human Resource and Training Managers, OTTE representatives and Training Recognition Consultants from across Victoria.
Key areas that the network will focus on include employability skills in the context of the Food Processing Training Package; workplace delivery and assessment strategies; skills sets development; skills recognition and assessment tools. Trainers and assessors in particular do not have an understanding of the development and assessment of employability skills in the context of the Food Processing Training Package (FDF03). Other issues include maximising flexibility and the multiple applications of the Certificate III in Food Processing as the specialist/optional units enable customisation to specific areas within food processing.
